Wanda has a whole lot of psychic ability at her disposal, some of which requires the permission of other players to be effective! Most notable are the following:

Telekinesis: Wanda has the ability to move most objects using only her mind, from using it to cause something to levitate to prying apart a metal body made of vibranium, though it takes a great deal of energy for her to do something as difficult as the latter. She can affect and control most matter on a molecular level, and has been seen using her telekinesis to warp or tear apart various forms of it, even going so far as to use her power to forcibly slow a speeding train to a stop.

Telepathy: Wanda is able to look into and read the minds of others, and is seen to do so with a narrow focus. She's shown to zone in on people's deepest fears, which implies she has a strong enough level of control to make a sort of mental surgical strike, but she is shown to have some flexibility in this area as well. She has the ability to see and experience people's dreams and to communicate telepathically, as well as read thoughts.

Mental Manipulation: Arguably the most dangerous of her powers, as this was what Ultron chose to harness in order to tear the Avengers apart. Along with being able to read people's thoughts and dreams, Wanda also has the ability to influence them-- to make people see what she wishes them to see, or put them in a trance by forcing them to engage what they're most afraid of, trap them within their own fears and memories. She can also influence people's actions and override someone else's manipulation.

When it comes to reading specific thoughts or looking into your character's memories, I will never presume to know what Wanda might see, and will always discuss it with you first to make sure you're comfortable with the amount of information and details being shared.

Can Wanda read your character's thoughts? yes IF (1)she or someone else removes his two Player Pins or (2)she catches him when he's scanning. Neku is wearing one at all times (and Bill Cipher MAY have taken the one in his pocket I'll have to get back to you on that) but basically: the Player Pin blocks out any frequencies from invading his mind. The only time this effect stops is when Neku is actively reaching out to read other people's thoughts. (He poses a la icon every time he does this so even if he's not reading hers she should pick it up soon enough.) It's like opening a door. He can reach out, and others can come in.
Can Wanda look in on your character's dreams and/or fears? yeah! but again, the Player Pin protects him even when he's sleeping, sadly. so the same applies as above!
Can your character be mentally manipulated? if she can manage it, sure. just talk to me about details first! everything that happens to Neku has a huge effect on Joshua, so.
Any other relevant information? NEKU IS DEAAAAAAAAAADDDDDDDDDDD so he's literally a Soul given physical form. Wanda is free to notice that with her ~magic~ go with your heart the movie was super vague with her powers w o w
